Golden Visa in Malta through Malta Residency and Visa Program

Malta offers Golden visa to third country nationals and foreign investors through the Malta Residency and Visa program.

The Malta Residency and Visa Programme, was launched by the Parliamentary Secretary for Competitiveness and Economic Growth, Dr. Jose’ Herrera, in 2015. Following the passing of relevant legislation in July 2017, the Malta Residence and Visa Agency (MRVA), was entrusted with the regulation and running of the Malta Residence and Visa Programme (MRVP).

MRVP programme offers permanent residency rights to  third country nationals and their families to live in Malta, with visa free movement in Schengen area. This scheme is not available to EU/EEA AND Swiss nationals. EU/EEA/Swiss citizens can apply for Maltese investment citizenship through Malta IIP.

  • Right to reside indefinitely in Malta
  • Five years’ permanent residence, renewable indefinitely
  • Investment required only for first five years.
  • Family, and children also qualify for permanent residency rights.

Minimum requirements:

  • An investment in government bonds of EUR 250,000 to be retained for a minimum period of five years
  • A non-refundable government contribution of EUR 30,000 (EUR 5,500 of which is an advance government administrative fee)
  • A property purchase of EUR 320,000 (EUR 270,000 in South Malta or Gozo); or a property lease of EUR 12,000 per annum (EUR 10,000 in South Malta or Gozo)

The total costs for the Maltese golden visa should be around 280,000 for a single person and additional 5,000 euros for each family members.

The following are the qualifying requirements and break down of costs, published by Identity Malta.

To qualify for the Malta Residence and Visa Programme, prior to receiving the Residency Certificate, he/she has to meet the following qualifications and requirements:

  1. Be at least 18 years of age
  2. Has an annual income of not less than €100,000 arising outside of Malta, or has in his possession a capital of not less than €500,000
  3. Has stable and regular resources which are sufficient to maintain him/herself and any of his/her dependants
  4. Be in possession of valid travel documents
  5. Be in possession of health insurance in respect of all risks covered for Maltese Nationals
  6. Be in possession of a Clean Police Conduct from one’s birth place as well as any country the applicant and his/her dependant/s have resided in for longer than 6 months in the past 10 years.
  7. Has to Provide a certificate from a reputable health system proving that Main Applicant and all his / her dependants are otherwise in good health and will not be an unreasonable burden on the national health system
  8. Has to a non-refundable Initial Fee of €5,500 that is to be settled upon submission of application
  9. An additional €5,000 is to be submitted per dependant (excluding children of main applicant and/or the spouse)

Once the Residency Certificate is approved, the applicant is to meet the following criteria further:

  1. Pay the remaining contribution fee, amounting to €24,500, plus €5,000 per additional adult applicant, if applicable
  2. Pay card fees amounting to €27.50 per person per year
  3. Hold a qualifying property for a minimum of 5 years from the date of issuance of the Residency Certificate, either through the:
    1. Purchase of property of either:
      1. A minimum of €270,000 for properties situated in Gozo and the South of Malta, or
      2. A minimum of €320,000 for properties situated in the rest of Malta
    2. Rent of property of either:
      1. A minimum of €10,000 per annum for properties situated in Gozo or the South of Malta, or
      2. A minimum of €12,000 per annum for properties situated in the rest of Malta
    3. Holds a qualifying investment of not less than €250,000 for a minimum of 5 years from the date of issuance of the Residency Certificate.

After stringent due diligence checks, successful applicants will be requested to complete the qualifying investments and will then be issued a residence permit.

Once the Residency Certificate is issued, this will provide the Beneficiary and dependants the right to reside, settle or stay in Malta, indefinitely plus the ability to freely move around the countries in the Schengen Area.
