Montenegro will not allow any non-institutional interference in citizenship program

The Government of Montenegro announced today that the Government will not allow any non-institutional interference in economic citizenship programme, and the process will be implemented within institutions.

The Government has officially advised public not to seek any consultations before the start of the process and has issued the following directive.

Due to frequent inaccurate information, as well as unauthorised actions of individuals and companies regarding the intention of the Government of Montenegro to launch the programme of economic citizenship, we inform the public:

1. The Government, through its expert team, prepares normative and procedural preconditions for launching the citizenship by investment programme.
2. The process will be transparent and implemented within state institutions.
3. The programme should contribute to further development and improvement of the economy and infrastructure.

Therefore, the Government will not allow any non-institutional interference in the programme.

We also inform the public that the Government did not seek any external consultations at this stage of process.

PM Markovic in New York said,  Montenegro citizenship by investment program will start by Oct 2018 or latest by November 2018.

During the 87th session on July 26, 2018, the Montenegrin Cabinet reviewed and adopted the Information on the programme for acquiring Montenegrin citizenship by admission on the basis of a special investment programme and tasked the competent institutions to make all the necessary assumptions in order for the programme to become applicable by 1 October 2018.

The programme of economic citizenship will be capped to 2,000 most relevant applicants from non-EU countries for a limited period of three years.

Interested individuals will have the following options for economic citizenship:

  • Invest EUR 250,000 in some of the development projects previously approved by the Government in an undeveloped area of Montenegro, or
  • Invest EUR 450,000 in some of the development projects previously approved by the Government in the developed area of Montenegro.

Furthermore, the Government will charge a fee of up to EUR 100,000 per application. The fee will be directed to a special fund for the development of underdeveloped areas.
